Wallpaper and similar wall coverings of paper, other
HSN 4814 90 00 (Other wallpaper and similar wall coverings of paper) is subject to compulsory registration under the Paper Import Monitoring System (PIMS) administered by the Directorate General of Foreign Trade (DGFT) under DGFT Notification 11/2015-2020 dated 25-05-2022. Import policy is Free, but a valid PIMS Registration Number must be obtained and declared on the bill of entry before customs clearance. Units in SEZ, FTWZ, and EOU are also required to register under PIMS at the point of import.

The most common error on this tariff line is miscalculating the PIMS application window: registration cannot be applied for more than 75 days before the expected arrival date, and the 5-day pre-arrival cut-off is a hard deadline — a consignment arriving without a live Registration Number faces detention at the port of import regardless of the Free import policy status. The 75-day validity of the Registration Number also means that delays to the vessel's estimated arrival date can cause the Registration Number to expire before clearance, requiring a fresh application and fee.
