HSN 4811 90 18 (Matrix board) is subject to compulsory registration under the Paper Import Monitoring System (PIMS) administered by the Directorate General of Foreign Trade (DGFT) under DGFT Notification 11/2015-2020 dated 25-05-2022. Import policy is Free subject to PIMS registration, requiring advance online registration at imports.gov.in and entry of the Registration Number on the bill of entry before customs clearance.

The most common error on this tariff line is applying for PIMS registration too close to the vessel's arrival date. The registration window closes 5 days before expected arrival, and an application filed after that cutoff will not yield a valid Registration Number in time — leaving the consignment at risk of detention, demurrage, and ground rent while a fresh registration cycle is awaited. The 75-day validity and the multiple-bill-of-entry allowance within a single registration can be used to consolidate shipments, but the importer must ensure the permitted quantity is not exceeded within the registration period.
