Raw base paper for sensitising, coated
Coated raw base paper for sensitising
HSN 4811 90 15 (Raw base paper for sensitising, coated) is subject to compulsory registration under the Paper Import Monitoring System (PIMS) administered by the Directorate General of Foreign Trade (DGFT) under DGFT Notification 11/2015-2020 dated 25-05-2022, which revised the import policy for 201 tariff lines under Chapter 48 from Free to Free subject to PIMS registration. Importers must obtain an automatic Registration Number via the online portal at imports.gov.in before the consignment arrives, and must declare the Registration Number and its expiry date on the bill of entry to enable customs clearance.
- PIMS Registration Number from DGFT
- Bill of Entry declaration to CBIC
- Registration expiry date from PIMS portal
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Register on the PIMS online portal at imports.gov.in, paying the registration fee of ₹500, to obtain an automatic Registration Number. The application window opens not earlier than the 75th day and closes not later than the 5th day before the expected date of arrival of the consignment.DGFT Notification 11/2015-2020 dated 25-05-2022 · ITC (HS) 2022 Chapter 48 policy condition
- 2Enter the PIMS Registration Number and its expiry date on the bill of entry at the port of import. The Registration Number remains valid for 75 days, and multiple bills of entry may be filed against one registration within the validity period for the permitted quantity.DGFT Notification 11/2015-2020 dated 25-05-2022
- 3If importing as a unit in a Special Economic Zone, Free Trade and Warehousing Zone, or Export Oriented Unit, obtain PIMS registration at the point of import into that zone. A DTA unit taking clearance from such a zone does not require fresh PIMS registration unless processing in the zone has changed the 8-digit HS code and the processed item falls under a PIMS-covered tariff line.DGFT Policy Circular 41/2015-2020 dated 05-07-2022 · DGFT Policy Circular 45/2015-20 dated 23-01-2023
The most common error on this tariff line is filing the PIMS registration too late — applicants who attempt to register within the final five days before vessel arrival find the window closed, forcing a demurrage-laden delay at port while a fresh application is re-timed. The 75-day validity of the Registration Number is a rolling ceiling, not a rolling floor: if the consignment arrives after expiry, customs clearance is blocked and a new registration must be obtained, resetting the fee and the timeline.
