HSN 4811 90 13 (Building board of paper or pulp, impregnated) is subject to compulsory registration under the Paper Import Monitoring System (PIMS), administered by the Directorate General of Foreign Trade (DGFT), under Chapter 48 of the ITC (HS) 2022. Import policy is Free subject to PIMS registration, requiring advance submission of import information at https://imports.gov.in and payment of a ₹500 registration fee to obtain an automatic Registration Number before the consignment arrives.

   Apply for PIMS registration at https://imports.gov.in no earlier than the 75th day and no later than the 5th day before the expected date of arrival. Pay the ₹500 registration fee; the automatic Registration Number issued is valid for 75 days and may cover multiple bills of entry for the permitted quantity within that validity period.

   Enter the PIMS Registration Number and its expiry date in the bill of entry at filing. Customs will not grant out-of-charge for consignments under the 201 PIMS-covered tariff lines — including CTI 4811 90 13 — unless these fields are correctly populated.

   If importing into a SEZ, FTWZ, or EOU, obtain PIMS registration at the point of import into that unit. A subsequent DTA clearance does not require fresh PIMS registration unless processing in the SEZ/FTWZ/EOU has resulted in a change of 8-digit HS code and the processed item still falls within a PIMS-covered tariff line.
