HSN 4811 59 90 (Other coated, impregnated, or printed paper and paperboard) is subject to compulsory registration under the Paper Import Monitoring System (PIMS) administered by the Directorate General of Foreign Trade (DGFT) under DGFT Notification 11/2015-2020 dated 25-05-2022. Import policy status is Free subject to PIMS registration, and the importer must enter the PIMS Registration Number and its expiry date in the bill of entry to obtain customs clearance.

The most common error on this tariff line is allowing the 75-day registration window to lapse before the vessel arrives: if the Registration Number expires before the bill of entry is filed, customs clearance is blocked and the consignment faces detention, demurrage, and ground rent until a fresh PIMS registration is obtained — which cannot be filed less than 5 days before arrival. Importers managing multiple shipments should also note that a single Registration Number covers only the permitted quantity declared at the time of registration; excess quantity on the same bill of entry will trigger a PIMS-compliance flag at the customs counter.
