Compliance steps
  1. 1
Apply for a PIMS Registration Number at https://imports.gov.in not earlier than the 75th day and not later than the 5th day before the expected date of arrival. Pay the registration fee of ₹500. The automatic Registration Number is valid for 75 days and permits multiple bills of entry for the permitted quantity within that period.

  2. 2
Enter the PIMS Registration Number and its expiry date in the bill of entry at the time of filing. Customs will not grant out-of-charge clearance where the Registration Number is absent, expired, or mismatched against the quantity declared.

  3. 3
If importing into an SEZ, FTWZ, or as an EOU, obtain PIMS registration at the point of entry into those units. A DTA unit clearing unprocessed goods from an SEZ/FTWZ/EOU that were already registered under PIMS at entry does not require fresh registration; however, if processing in the SEZ/FTWZ/EOU resulted in an 8-digit HS code change and the processed item falls under a PIMS-covered tariff line, the DTA importer must register anew.

A word of counsel

The most common error on this tariff line is misreading the 75-day application window as a 75-day advance requirement: the window opens on day 75 and closes on day 5 before expected arrival, and applications submitted outside this band are rejected by the system. A lapsed or expired Registration Number at the time of bill of entry filing results in consignment detention and demurrage until a fresh registration is obtained — PIMS does not provide for retrospective registration or extension.

Frequently asked
Does HSN 4811 51 90 require BIS certification?
No; no BIS Quality Control Order covers bleached coated paperboard of this description. Import is governed by compulsory registration under the Paper Import Monitoring System administered by the Directorate General of Foreign Trade under DGFT Notification 11/2015-2020, with the import policy classified as Free subject to PIMS registration.
Can one PIMS Registration Number cover multiple bills of entry?
Yes. Multiple bills of entry are permitted under a single Registration Number within the 75-day validity period, provided the cumulative quantity does not exceed the permitted quantity declared at registration.
Does a DTA unit that purchases PIMS-registered paper from an SEZ need a separate PIMS registration?
Not if the paper is unprocessed and was already registered under PIMS at the time of entry into the SEZ/FTWZ/EOU; however, if processing in the SEZ/FTWZ/EOU changed the 8-digit HS code and the resulting product falls under a PIMS-covered tariff line, the DTA importer must obtain fresh PIMS registration per DGFT Policy Circular 41/2015-2020.
