HSN 4811 51 10 (Aseptic packaging paper) is subject to compulsory registration under the Paper Import Monitoring System (PIMS) administered by the Directorate General of Foreign Trade (DGFT), operative from 1 October 2022 under DGFT Notification 11/2015-2020 dated 25-05-2022. Import policy for this tariff line is Free subject to PIMS registration, requiring importers to submit advance information online, pay a registration fee of ₹500, and obtain an automatic Registration Number valid for 75 days.
- PIMS Registration Number from DGFT
- Bill of Entry with registration expiry date
- ITC (HS) policy compliance declaration
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Apply for PIMS registration at https://imports.gov.in no earlier than the 75th day and no later than the 5th day before the expected date of arrival of the consignment. Pay the registration fee of ₹500 to obtain the automatic Registration Number, which remains valid for 75 days from the date of grant.DGFT Notification 11/2015-2020 dated 25-05-2022
- 2Enter the PIMS Registration Number and its expiry date in the bill of entry at the time of filing. Multiple bills of entry are permitted under the same Registration Number within the validity period for the permitted quantity; customs clearance will not proceed without the Registration Number on the bill of entry.DGFT Notification 11/2015-2020 dated 25-05-2022
- 3If importing into a Special Economic Zone, Free Trade and Warehousing Zone, or as an Export Oriented Unit, obtain PIMS registration at the point of import into the zone. A DTA unit clearing goods from a SEZ/FTWZ/EOU without processing requires no fresh PIMS registration; however, if processing has occurred with an 8-digit HS code change and the resultant product falls under a PIMS-listed tariff line, the DTA importer must register afresh.DGFT Policy Circular 41/2015-2020 dated 05-07-2022 · DGFT Policy Circular 45/2015-2020 dated 23-01-2023
The most common error on this tariff line is misreading the 75-day application window: the window closes on the 5th day before the expected arrival date, not on the date of arrival itself. A consignment arriving without a valid, unexpired Registration Number quoted on the bill of entry will be detained at port pending registration, attracting demurrage and ground rent — and the automatic Registration Number cannot be backdated. Units clearing PIMS-registered paper from a SEZ into DTA after processing that changes the 8-digit code face a second registration obligation that is frequently overlooked.
