HSN 4810 39 10 (Insulating paper) is subject to compulsory advance registration under the Paper Import Monitoring System (PIMS) administered by the Directorate General of Foreign Trade (DGFT) under DGFT Notification 11/2015-2020 dated 25-05-2022. The import policy is Free subject to PIMS registration, and import of Stock Lot is separately Prohibited under DGFT Notification 45/2015-20 dated 31-01-2020.

The most common error on this tariff line is applying for PIMS registration too late — filing within 5 days of the expected arrival date is the hard cutoff, and a registration applied for after that window cannot cover the arriving consignment, resulting in detention at port with demurrage accruing until a fresh registration is obtained for a subsequent shipment. The 75-day validity window also catches importers who register early and then experience vessel delays that push actual arrival beyond the expiry date; re-registration is required before the bill of entry is filed.
