Kaolin-coated paper and paperboard, small-format sheets
HSN 4810 14 90 (kaolin-coated paper and paperboard in small-format sheets) is subject to compulsory registration under the Paper Import Monitoring System (PIMS) administered by the Directorate General of Foreign Trade (DGFT) under DGFT Notification 11/2015-2020 dated 25-05-2022. Importers must obtain an automatic PIMS Registration Number via the online portal at imports.gov.in and enter it on the bill of entry before customs out-of-charge. Import of stock-lot material under this tariff line is separately prohibited under ITC (HS) policy per DGFT Notification 45/2015-20 dated 31-01-2020.

The most common error on this tariff line is applying for PIMS registration too late — the window closes 5 days before the expected arrival date, and there is no provision for post-arrival registration. A consignment arriving without a valid, unexpired PIMS Registration Number is detained at port, and demurrage and ground rent accumulate while the importer has no remedial path other than re-export or confiscation. Apply no later than the 6th day before vessel ETA to preserve a buffer against transit-time variance.
