Art paper in rolls, kaolin-coated paperboard
HSN 4810 13 20 (Art paper in rolls) is subject to compulsory registration under the Paper Import Monitoring System (PIMS) administered by the Directorate General of Foreign Trade (DGFT) under ITC (HS) Chapter 48 policy, effective 1 October 2022. Import of stock-lot art paper is separately Prohibited under DGFT Notification 45/2015-20 dated 31 January 2020.

The most common error on this tariff line is applying for PIMS registration too close to the shipment date. The registration window closes 5 days before the expected date of arrival — not before vessel departure — meaning a delayed application cannot be remedied after the consignment is in transit. An expired or absent Registration Number at the bill-of-entry stage halts clearance immediately; demurrage and ground rent begin accruing while a fresh registration cannot be obtained retrospectively.
