Compliance steps
  1. 1
Register on the PIMS portal at https://imports.gov.in no earlier than 75 days and no later than 5 days before the expected date of arrival. Pay the registration fee of ₹500 to obtain an automatic Registration Number valid for 75 days; multiple bills of entry are permitted under one registration number within the validity period for the permitted quantity.

  2. 2
Enter the PIMS Registration Number and its expiry date in the bill of entry at the time of filing to enable customs clearance. Failure to quote a valid Registration Number or filing after expiry will prevent out-of-charge and may result in consignment detention.

  3. 3
Confirm the consignment is not classified as a stock lot before shipment. Import of stock-lot paper under this tariff line is Prohibited under the ITC (HS) policy; consignments identified as stock lots at the port of entry are liable to confiscation and re-export. Refer to DGFT Trade Notice 08/2020-21 for the operative definition of stock lot.

A word of counsel

The most common error on this tariff line is applying for PIMS registration too close to the shipment date. The registration window closes 5 days before the expected date of arrival — not before vessel departure — meaning a delayed application cannot be remedied after the consignment is in transit. An expired or absent Registration Number at the bill-of-entry stage halts clearance immediately; demurrage and ground rent begin accruing while a fresh registration cannot be obtained retrospectively.

Frequently asked
Does HSN 4810 13 20 require BIS certification?
No, kaolin-coated art paper in rolls is not within any BIS Quality Control Order regime. Import is governed by compulsory registration under the Paper Import Monitoring System administered by the Directorate General of Foreign Trade under the ITC (HS) Chapter 48 policy, with a separate Prohibited-import condition for stock lots.
Does a unit in an SEZ, FTWZ, or EOU require PIMS registration for art paper imported under this HSN?
Yes. Per DGFT Policy Circular 41/2015-2020 dated 05-07-2022, PIMS registration is required at the point of import by SEZ/FTWZ units and at the time of import by EOUs; a DTA unit clearing unprocessed paper already registered under PIMS from an SEZ/FTWZ/EOU does not require a fresh registration, but if processing has changed the 8-digit HSN code the DTA importer must register independently.
What is the consequence if the PIMS Registration Number has expired by the date of filing the bill of entry?
An expired Registration Number is treated as an absent registration; the consignment cannot obtain customs out-of-charge, and the importer must obtain a fresh registration — which cannot be backdated — exposing the consignment to detention, demurrage, and ground rent until clearance is resolved.
