- 3Where the consignment is Watermark Bank Note paper, import without an Import Licence is permitted only by designated Government of India note-printing presses — Currency Note Press Nasik, Bank Note Press Dewas (SPMCIL), and BRBNMPL units at Mysore, Salboni and Bangalore — subject to submission of a head-of-unit certificate of import and an actual-user condition. Security Printing Paper imports are governed separately by ITC (HS) Policy Condition 3 of Chapter 48.DGFT Notification 13/2015-20 dated 12-07-2021 · ITC (HS) Policy Condition 1 and Policy Condition 3 of Chapter 48
The most common error on this tariff line is applying for PIMS registration too close to the expected arrival date. The registration window closes 5 days before expected arrival, and the system does not permit retrospective or day-of-arrival registration — a consignment arriving without a current Registration Number quoted on the bill of entry will be detained, accumulating demurrage and ground rent until a fresh registration cycle is completed. SEZ, FTWZ, and EOU units should also note that PIMS registration is required at the point of import into the zone, not only at the point of DTA clearance.
