Uncoated writing and printing paper in small sheets (plain copier paper)
HSN 4802 62 90 (uncoated writing and printing paper in sheets not exceeding 435 mm × 297 mm) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 14490:2018 is mandatory under the ISI Mark Scheme with effect from 04 December 2020, by virtue of the Plain Copier Paper (Quality Control) Order, 2020. Paper Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 14490:2018. Verify the supplier's CM/L number, licensed product scope, and manufacturing facility address on the BIS online register before placing the purchase order.Plain Copier Paper (Quality Control) Order, 2020 · S.O. 2149(E) dated 05-06-2020
- 2Ensure every consignment bears the ISI Standard Mark and the supplier's CM/L number per Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product or its immediate packaging in a manner traceable to the licensed batch.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · Plain Copier Paper (Quality Control) Order, 2020
- 3Register the consignment on the Paper Import Monitoring System portal not earlier than 75 days and not later than 5 days before the expected date of arrival. Fee ₹500; registration valid 75 days from issue. Multiple bills of entry are permitted within a single registration for the permitted quantity.DGFT Notification 11/2015-2020 dated 25-05-2022 · ITC (HS) 2022 Chapter 48 policy condition
- 4Quote both the BIS CM/L number and the PIMS registration number with its expiry date on the bill of entry. Customs verifies each in real time; absence, expiry, or scope mismatch on either triggers consignment detention.DGFT Notification 11/2015-2020 dated 25-05-2022 · BIS Act, 2016 · Customs Act, 1962
- 5If goods enter or leave a Special Economic Zone, Free Trade Warehousing Zone, or Export-Oriented Unit, confirm PIMS applicability at each leg. PIMS is required at import into SEZ/FTWZ/EOU; PIMS is not required for subsequent DTA clearance unless processing has altered the 8-digit HS code to another PIMS-covered tariff line.DGFT Policy Circular 41/2015-2020 dated 05-07-2022 · DGFT Policy Circular 45/2015-20 dated 23-01-2023
The most consequential error on this tariff line is treating IS 14490:2018 as the carbonless-copy-paper standard and concluding it does not apply to plain copier paper. IS 14490:2018 is cited in the Plain Copier Paper (Quality Control) Order, 2020 specifically for plain copier paper under S.O. 2149(E); importers who conflate the IS title with carbonless multipart forms and seek a different standard — or no standard — import unmarked product from an unlicensed manufacturer, facing detention and potential re-export at port.
