Compliance steps
  1. 1
Register on the PIMS online portal at https://imports.gov.in no earlier than the 75th day and no later than the 5th day before the expected date of arrival of the consignment. Pay the registration fee of ₹500 to obtain an automatic Registration Number valid for 75 days, within which multiple bills of entry are permitted for the registered quantity.

  2. 2
Enter the PIMS Registration Number and its expiry date in the bill of entry at the time of filing. Customs will not grant out-of-charge on a bill of entry that omits these fields; the registration is non-transferable and must correspond to the specific consignment quantity.

  3. 3
If the consignment enters an SEZ, FTWZ, or EOU, obtain PIMS registration at the point of import into the zone. A DTA unit taking clearance from the zone does not require fresh PIMS registration unless processing has occurred with a change in 8-digit HS code to another PIMS-covered tariff line.

A word of counsel

The most common error on this tariff line is misjudging the application window: an importer who registers more than 75 days before expected arrival receives a Registration Number that expires before the vessel docks, rendering the registration invalid at the bill-of-entry stage and forcing a fresh application, registration fee, and revised customs declaration. Track the vessel ETA carefully and apply within the 75-to-5-day window; a lapsed registration number on the bill of entry is treated as non-compliance with the compulsory-registration condition, attracting detention of the consignment.

Frequently asked
Does HSN 4802 61 50 require BIS certification?
No. No BIS Quality Control Order covers this paper tariff line. Import is governed by the Paper Import Monitoring System compulsory-registration condition under ITC (HS) 2022 Chapter 48, administered by the Directorate General of Foreign Trade under DGFT Notification 11/2015-2020.
How long is the PIMS Registration Number valid, and can it cover more than one shipment?
The Registration Number is valid for 75 days from the date of issue, and multiple bills of entry are permitted within that validity period provided the total quantity does not exceed the registered quantity.
Does an EOU or SEZ unit need separate PIMS registration when clearing paper into the Domestic Tariff Area?
A DTA unit clearing unprocessed paper from an SEZ, FTWZ, or EOU does not require a new PIMS registration if the paper was already registered at the time of entry into the zone; however, if processing has changed the 8-digit HS code to another PIMS-covered line, the DTA importer must register independently per DGFT Policy Circular 41/2015-2020.
