Drawing paper
Uncoated drawing paper in rolls
HSN 4802 61 10 (Drawing paper in rolls) is subject to compulsory registration under the Paper Import Monitoring System (PIMS) administered by the Directorate General of Foreign Trade (DGFT) under Chapter 48 of the ITC (HS) 2022. Import policy is Free, but clearance is conditional on obtaining a PIMS Registration Number before the consignment arrives; the Registration Number and its expiry date must be entered on the bill of entry to enable customs out-of-charge.
- PIMS Registration Number from DGFT
- Bill of entry with Registration Number and expiry date
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Apply for a PIMS Registration Number at https://imports.gov.in no earlier than 75 days and no later than 5 days before the expected date of arrival. Pay the registration fee of ₹500. The automatic Registration Number is valid for 75 days and permits multiple bills of entry for the permitted quantity within that validity period.DGFT Notification 11/2015-2020 dated 25-05-2022
- 2Enter the PIMS Registration Number and its expiry date on every bill of entry filed on or after 01-10-2022 for this tariff line. Customs will not grant out-of-charge for consignments where the Registration Number is absent or expired on the bill of entry.DGFT Notification 11/2015-2020 dated 25-05-2022
- 3If importing into a SEZ, FTWZ, or as an EOU, register under PIMS at the point of import into the zone. A DTA unit clearing unprocessed paper from a SEZ/FTWZ/EOU that was already registered under PIMS on zone entry does not require a fresh PIMS registration — unless processing in the zone caused an 8-digit HS code change to a tariff line covered under PIMS.DGFT Policy Circular 41/2015-2020 dated 05-07-2022 · DGFT Policy Circular 45/2015-2020 dated 23-01-2023
The most common error on this tariff line is applying for the PIMS Registration Number too close to the shipment arrival date. The application window closes 5 days before the expected arrival; a consignment reaching port before a valid Registration Number is obtained cannot be cleared and will accrue demurrage and ground rent while the importer awaits registration. Plan the application for the 75th-day opening to maximise the validity window against likely vessel schedules.
