Uncoated printing and writing paperboard weighing over 150 g/m2
HSN 4802 58 90 (uncoated paper and paperboard for writing, printing or graphic purposes, weighing more than 150 g/m2) is subject to compulsory registration under the Paper Import Monitoring System (PIMS) administered by the Directorate General of Foreign Trade (DGFT) under DGFT Notification 11/2015-2020 dated 25-05-2022. Import policy is Free, but a valid PIMS Registration Number must be entered on the bill of entry before customs clearance is granted.
- PIMS Registration Number from DGFT
- Registration expiry date on bill of entry
- ITC (HS) Free-with-condition declaration
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Apply for PIMS registration at https://imports.gov.in no earlier than the 75th day and no later than the 5th day before the expected date of arrival. Pay the registration fee of ₹500 to obtain the automatic Registration Number, which is valid for 75 days. Multiple bills of entry are permitted under the same Registration Number within the validity period for the permitted quantity.DGFT Notification 11/2015-2020 dated 25-05-2022; ITC (HS) 2022 Chapter 48 policy condition
- 2Enter the PIMS Registration Number and its expiry date in the bill of entry. Failure to quote a current, valid Registration Number prevents customs out-of-charge and will result in consignment detention and accrual of demurrage and ground rent.DGFT Notification 11/2015-2020 dated 25-05-2022
- 3If importing into an SEZ, FTWZ, or as an EOU, obtain PIMS registration at the point of import into the SEZ/FTWZ/EOU. A DTA unit clearing from an SEZ/FTWZ/EOU is exempt from fresh PIMS registration only if no processing has occurred changing the 8-digit HS code; if the processed item falls under a PIMS-covered tariff line, the DTA importer must register independently.DGFT Policy Circular 41/2015-2020 dated 05-07-2022; DGFT Policy Circular 45/2015-2020 dated 23-01-2023
The single most common error on this tariff line is misreading the 75-day application window as a filing deadline rather than an opening date: registration cannot be applied for more than 75 days before expected arrival, and the Registration Number expires 75 days after grant — meaning a consignment delayed in transit beyond that window requires a fresh registration before the bill of entry can be cleared. Importers who allow the Registration Number to lapse in transit face detention and must re-register before customs will grant out-of-charge.
