Uncoated writing and printing paper, 40 to 150 g/m2
HSN 4802 57 90 (uncoated paper for writing, printing or other graphic purposes, weighing 40 g/m² or more but not more than 150 g/m²) is subject to compulsory registration under the Paper Import Monitoring System (PIMS), administered by the Directorate General of Foreign Trade (DGFT), as a condition of the Free import policy under ITC (HS) 2022, Chapter 48. Importers must obtain an automatic PIMS Registration Number and enter it — together with its expiry date — on every bill of entry before customs out-of-charge.
- PIMS Registration Number from DGFT
- Bill of Entry declaration to CBIC
- Registration expiry date from PIMS portal
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Register on the PIMS online portal at https://imports.gov.in, paying the registration fee of ₹500 to obtain an automatic Registration Number. The application window opens not earlier than the 75th day and closes not later than the 5th day before the expected date of arrival of the consignment.DGFT Notification 11/2015-2020 dated 25-05-2022 · ITC (HS) 2022 Chapter 48 policy condition
- 2Enter the PIMS Registration Number and its expiry date on the bill of entry at the time of filing. The Registration Number remains valid for 75 days, and multiple bills of entry may be filed under the same registration number within that validity period for the permitted quantity.DGFT Notification 11/2015-2020 dated 25-05-2022
- 3If importing as an SEZ, FTWZ, or EOU unit, obtain PIMS registration at the point of import into the zone. A DTA unit clearing unprocessed paper from an SEZ/FTWZ/EOU does not require a fresh PIMS registration, but if the paper has been processed with a change in 8-digit HS code and the resulting item falls under a PIMS-covered tariff line, the DTA importer must register independently.DGFT Policy Circular 41/2015-2020 dated 05-07-2022 · DGFT Policy Circular 45/2015-2020 dated 23-01-2023
The most common error on this tariff line is misreading the 75-day application window: importers who apply for PIMS registration on or after the 5th day before expected arrival are outside the permitted window, and the consignment will be detained at port pending a valid Registration Number. The registration is tied to a permitted quantity — exceeding that quantity within the validity period requires a fresh registration before the additional goods are shipped, not at the bill of entry stage.
