HSN 4802 57 30 (Duplicating paper) is subject to compulsory registration under the Paper Import Monitoring System (PIMS) administered by the Directorate General of Foreign Trade (DGFT), as a policy condition under Chapter 48 of the ITC (HS) 2022. Import is otherwise Free, but a valid PIMS Registration Number must be entered on the bill of entry before customs out-of-charge. Units in SEZ, FTWZ, and EOU zones are also required to register under PIMS at the point of import.

Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Register on the PIMS online portal at https://imports.gov.in not earlier than 75 days and not later than 5 days before the expected date of arrival. Pay the registration fee of ₹500 to obtain an automatic Registration Number, which remains valid for 75 days. Multiple bills of entry are permitted under the same Registration Number within the validity period for the permitted quantity.DGFT Notification 11/2015-2020 dated 25-05-2022 · ITC (HS) 2022 Chapter 48 policy condition
- 2Enter the PIMS Registration Number and its expiry date in the bill of entry at the time of filing. Failure to quote a current, valid Registration Number prevents customs clearance and the consignment is liable to detention at port.DGFT Notification 11/2015-2020 dated 25-05-2022
- 3If importing into or from an SEZ, FTWZ, or EOU, confirm whether PIMS registration is required at the point of entry or at DTA clearance. Registration at DTA clearance is required only when the paper has undergone processing in the zone resulting in an 8-digit HS code change to a tariff line covered under PIMS.DGFT Policy Circular 41/2015-2020 dated 05-07-2022 · DGFT Policy Circular 45/2015-20 dated 23-01-2023
The most common error on this tariff line is applying for PIMS registration too close to the shipment arrival date. The registration window closes 5 days before expected arrival, and the 75-day validity period cannot be extended; a consignment arriving with an expired or absent Registration Number is detained at port, accruing demurrage and ground rent, with no expedited re-registration route. Confirm the precise expected date of arrival before initiating registration and build in buffer for vessel schedule changes.
