Drawing paper
Drawing paper, uncoated, 40 to 150 g/m2
HSN 4802 57 20 (Drawing paper) is subject to compulsory registration under the Paper Import Monitoring System (PIMS), administered by the Directorate General of Foreign Trade (DGFT), as a condition of the otherwise Free import policy under Chapter 48 of the ITC (HS) 2022. Importers must obtain an automatic Registration Number via the PIMS online portal at imports.gov.in and declare it on the bill of entry before customs clearance.
- PIMS Registration Number from DGFT
- Bill of Entry declaration to CBIC
- Registration expiry date from PIMS
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Register on the PIMS portal at imports.gov.in not earlier than the 75th day and not later than the 5th day before the expected date of arrival of the consignment. Pay the registration fee of ₹500 to obtain the automatic Registration Number, which remains valid for 75 days. Multiple bills of entry are permitted against one Registration Number within the validity period for the permitted quantity.DGFT Notification 11/2015-2020 dated 25-05-2022 · ITC (HS) 2022 Chapter 48 PIMS policy condition
- 2Enter the PIMS Registration Number and its expiry date in the bill of entry filed on or after 01-10-2022. Customs clearance will not be granted unless both fields are correctly declared; the PIMS obligation applies to all bills of entry regardless of import origin or quantity.DGFT Notification 11/2015-2020 dated 25-05-2022
- 3If importing into a SEZ, FTWZ, or as an EOU, register under PIMS at the point of entry into the zone. A DTA unit clearing goods from an SEZ/FTWZ/EOU need not re-register only if no processing occurred and the HS code at the 8-digit level is unchanged; if the HS code has changed to a PIMS-covered tariff line, fresh PIMS registration is required.DGFT Policy Circular 41/2015-2020 dated 05-07-2022 · DGFT Policy Circular 45/2015-20 dated 23-01-2023
The most common error on this tariff line is applying for PIMS registration too close to the vessel's arrival — or after the vessel has berthed — leaving the importer unable to file a valid bill of entry. The registration window closes on the 5th day before the expected arrival date; an application filed after that cutoff yields no valid Registration Number, and the consignment faces detention and accumulating demurrage until a fresh registration cycle can be completed on the next eligible date.
