HSN 4802 57 10 (Litho and offset paper) is subject to compulsory registration under the Paper Import Monitoring System (PIMS) administered by the Directorate General of Foreign Trade (DGFT) under DGFT Notification 11/2015-2020 dated 25-05-2022. Import policy is Free subject to PIMS registration, and importers must obtain an automatic Registration Number before the consignment arrives at the Indian port.

- 1Register on the PIMS online portal at https://imports.gov.in not earlier than the 75th day and not later than the 5th day before the expected date of arrival. - 3If importing as a SEZ, FTWZ, or EOU unit, obtain PIMS registration at the point of import into the zone. The most common error on this tariff line is misjudging the registration window: the PIMS registration cannot be applied for earlier than 75 days before the expected arrival date, and an application filed outside this window — or one that has lapsed before the bill of entry is filed — renders the Registration Number invalid at customs, resulting in consignment detention and demurrage while fresh registration is obtained. The 75-day validity of the Registration Number must be mapped to the vessel sailing date, not the purchase-order date.
