Uncoated writing and printing paper sheets, A4 and smaller
HSN 4802 56 90 (uncoated paper sheets weighing 40–150 g/m² in A4-or-smaller sizes) is subject to compulsory registration under the Paper Import Monitoring System (PIMS) administered by the Directorate General of Foreign Trade (DGFT) under ITC (HS) Chapter 48 policy, effective from 1 October 2022. Importers must obtain an automatic PIMS Registration Number by submitting advance information at imports.gov.in and paying a registration fee of ₹500 before the consignment arrives.
- PIMS Registration Number from DGFT
- Bill of Entry declaration to CBIC
- Registration expiry date from PIMS
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Register on the PIMS portal at imports.gov.in no earlier than the 75th day and no later than the 5th day before the expected date of arrival. Pay the registration fee of ₹500 to obtain the automatic PIMS Registration Number, which is valid for 75 days and covers multiple bills of entry for the permitted quantity within that period.DGFT Notification 11/2015-2020 dated 25-05-2022 · ITC (HS) Chapter 48 policy condition
- 2Enter the PIMS Registration Number and its expiry date in the bill of entry at the time of filing. Customs clearance (out-of-charge) will not be granted without a valid Registration Number on the bill of entry; a lapsed registration number renders the entry non-compliant.DGFT Notification 11/2015-2020 dated 25-05-2022
- 3If importing into an SEZ, FTWZ, or EOU, obtain PIMS registration at the point of import into that zone. A DTA unit taking clearance from the SEZ/FTWZ/EOU does not require fresh PIMS registration unless processing has changed the HS code at the 8-digit level to a PIMS-listed tariff line.DGFT Policy Circular 41/2015-2020 dated 05-07-2022 · DGFT Policy Circular 45/2015-20 dated 23-01-2023
The most common error on this tariff line is misjudging the registration window: applying too early (beyond the 75th day before arrival) voids the registration, while applying within 5 days of arrival leaves insufficient processing time and risks consignment detention. The 75-day validity and the 5-day cut-off are hard deadlines — not guidelines — and a single missed window requires a fresh application and fresh fee, with the consignment held at port pending a valid Registration Number.
