Uncoated printing and writing paper in rolls, 40-150 g/m2
HSN 4802 55 90 (uncoated printing and writing paper in rolls, weighing 40 g/m2 or more but not more than 150 g/m2) is subject to compulsory registration under the Paper Import Monitoring System (PIMS), administered by the Directorate General of Foreign Trade (DGFT), as a condition of the otherwise Free import policy under Chapter 48 of the ITC (HS) 2022. Importers must obtain an automatic PIMS Registration Number — valid for 75 days — by submitting advance information at imports.gov.in and paying a registration fee of ₹500, with the Registration Number and its expiry date entered on the bill of entry.
- PIMS Registration Number from DGFT
- Registration expiry declaration to CBIC
- Bill of entry with PIMS details
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Register under PIMS at imports.gov.in not earlier than the 75th day and not later than the 5th day before the expected date of arrival of the consignment. Pay the registration fee of ₹500 to obtain the automatic Registration Number, which remains valid for 75 days and covers multiple bills of entry within the permitted quantity and validity period.DGFT Notification 11/2015-2020 dated 25-05-2022 · ITC (HS) 2022 Chapter 48 policy condition
- 2Enter the PIMS Registration Number and its expiry date in the bill of entry at the time of filing. Customs will not grant out-of-charge clearance without these fields; a missing or expired Registration Number renders the consignment liable to detention at the port of import.DGFT Notification 11/2015-2020 dated 25-05-2022
- 3If importing into an SEZ, FTWZ, or as an EOU, register under PIMS at the point of entry into the zone. A DTA unit clearing processed goods from an SEZ/FTWZ/EOU must independently register under PIMS only if the processing has resulted in an 8-digit HS code change to a PIMS-covered tariff line.DGFT Policy Circular 41/2015-2020 dated 05-07-2022 · DGFT Policy Circular 45/2015-2020 dated 23-01-2023
The most common error on this tariff line is applying for PIMS registration too late — the window closes on the 5th day before the expected date of arrival, and no post-arrival registration is available. A consignment that arrives before registration is complete or whose Registration Number has expired is treated as non-compliant under the ITC (HS) policy condition, attracting detention and demurrage regardless of the otherwise Free import status. Plan registration against the bill of lading ETA, not the date of customs filing.
