HSN 4802 55 30 (Duplicating paper) is subject to compulsory registration under the Paper Import Monitoring System (PIMS) administered by the Directorate General of Foreign Trade (DGFT) under DGFT Notification 11/2015-2020 dated 25-05-2022. Import policy is Free subject to PIMS registration, and the importer must obtain an automatic Registration Number before the consignment arrives and enter it on the bill of entry for customs clearance.

The most common error on this tariff line is misreading the 75-day application window as a 75-day advance-filing requirement rather than an outer boundary: registrations submitted after the 5-day pre-arrival cut-off are rejected by the PIMS portal and the bill of entry cannot be filed without a valid Registration Number. A missed window means the consignment is detained at port while a fresh registration cycle runs, attracting demurrage and ground rent for the entire wait period.
