Compliance steps
  1. 1
Apply for PIMS registration at imports.gov.in no earlier than the 75th day and no later than the 5th day before the expected date of arrival. Pay the registration fee of ₹500 to obtain the automatic Registration Number, which remains valid for 75 days and permits multiple bills of entry for the permitted quantity within that window.
DGFT Notification 11/2015-2020 dated 25-05-2022 · ITC (HS) 2022 Chapter 48 policy condition
  2. 2
Enter the PIMS Registration Number and its expiry date in the bill of entry at the time of filing. Customs will not grant out-of-charge unless these fields are populated; a missing or expired Registration Number results in consignment detention and demurrage.

  3. 3
If importing into a SEZ, FTWZ, or EOU, obtain PIMS registration at the point of entry into the zone. A DTA unit clearing unprocessed paper from a SEZ/FTWZ/EOU need not re-register, but if the paper has undergone processing with an 8-digit HS code change, the DTA importer must register independently if the processed item falls within the PIMS-covered tariff lines.

A word of counsel

The most common error on this tariff line is misreading the 75-day application window: importers who apply on or after the 5th day before arrival find the portal will not generate a Registration Number in time, and the consignment is detained at port pending a fresh registration cycle — accruing demurrage and ground rent with no fast-track remedy. The 75-day validity is from registration grant, not from arrival; plan the application window around the vessel departure date, not the expected arrival date.

Frequently asked
Does HSN 4802 55 10 require BIS certification?
No, litho and offset paper in rolls is not within the BIS Quality Control Order regime; no BIS QCO covers this product family. Import is governed by the Paper Import Monitoring System compulsory registration requirement under the ITC (HS) 2022 Chapter 48 policy administered by DGFT.
How long is the PIMS Registration Number valid, and can one registration cover multiple shipments?
The automatic Registration Number is valid for 75 days from grant; multiple bills of entry are permitted against the same registration within that validity period, provided the cumulative quantity does not exceed the quantity for which registration was obtained.
Does a unit in an SEZ or EOU need PIMS registration for litho and offset paper?
Yes — PIMS registration is required at the point of import into a SEZ, FTWZ, or EOU. A subsequent DTA clearance of the same unprocessed paper does not require a second registration, but if the paper has been processed with an 8-digit HS code change, the DTA importer must register separately under PIMS per DGFT Policy Circular 41/2015-2020.
