HSN 4802 55 10 (Litho and offset paper) is subject to compulsory registration under the Paper Import Monitoring System (PIMS) administered by the Directorate General of Foreign Trade (DGFT) under Chapter 48 of the ITC (HS) 2022 import policy. Import is otherwise Free in policy status, but no bill of entry may be filed without a valid PIMS Registration Number obtained in advance through the online portal at imports.gov.in.

The most common error on this tariff line is misreading the 75-day application window: importers who apply on or after the 5th day before arrival find the portal will not generate a Registration Number in time, and the consignment is detained at port pending a fresh registration cycle — accruing demurrage and ground rent with no fast-track remedy. The 75-day validity is from registration grant, not from arrival; plan the application window around the vessel departure date, not the expected arrival date.
