Uncoated writing and printing paper weighing less than 40 g/m2
HSN 4802 54 90 (uncoated paper and paperboard for writing, printing or other graphic purposes, weighing less than 40 g/m2) is subject to compulsory registration under the Paper Import Monitoring System (PIMS) administered by the Directorate General of Foreign Trade (DGFT) under Policy Condition 04 of Chapter 48 of the ITC (HS), 2022. The import policy status is Free, but clearance is conditional on a valid PIMS Registration Number entered on the bill of entry.

The most common error on this tariff line is filing the bill of entry with an expired PIMS Registration Number — the 75-day validity window is tight relative to vessel lead times on slow-steaming routes, and a number that expires between registration and arrival renders the consignment non-compliant at customs, triggering detention and demurrage until a fresh registration is obtained. Apply as late as permissible (not later than the 5th day before expected arrival) rather than at the earliest opportunity to maximise the validity window against the actual arrival date.
