HSN 4802 54 30 (Duplicating paper) is subject to compulsory registration under the Paper Import Monitoring System (PIMS) administered by the Directorate General of Foreign Trade (DGFT) under DGFT Notification 11/2015-2020 dated 25-05-2022. Import policy is Free subject to PIMS registration, under which importers must submit advance information online, pay a registration fee of ₹500, and obtain an automatic Registration Number valid for 75 days before the consignment arrives.

The timing window for PIMS registration is an absolute procedural constraint, not a target: applications submitted earlier than the 75th day before expected arrival are rejected by the system, and applications filed after the 5th day before arrival are outside the permitted window, leaving the consignment without a valid Registration Number at the Bill of Entry stage. A Registration Number that lapses during transit — because the 75-day validity expires before the Bill of Entry is filed — requires a fresh registration, which cannot be back-dated, triggering port detention and demurrage until a new number is obtained.
