HSN 4801 00 10 (Glazed newsprint) is subject to compulsory registration under the Paper Import Monitoring System (PIMS) administered by the Directorate General of Foreign Trade (DGFT) under Chapter 48 of the ITC (HS) 2022. The tariff line is simultaneously Restricted under the ITC (HS) import policy, but import without a licence is permitted subject to the Actual User Condition and registration with the Registrar of Newspapers of India, per Policy Condition 2 of Chapter 48.

- 3If importing into a SEZ, FTWZ, or as an EOU, obtain PIMS registration at the point of entry into the SEZ/FTWZ/EOU. The most common error on this tariff line is misreading the 75-day application window: the PIMS registration portal opens no earlier than 75 days before the expected arrival date, and applications submitted fewer than 5 days before arrival are rejected outright — there is no retrospective or emergency registration facility. A bill of entry filed without a valid Registration Number and expiry date will not obtain customs out-of-charge, and the consignment remains in port storage accruing demurrage and ground rent until a fresh registration cycle is completed.
