HSN 4016 91 00 (floor coverings and mats of vulcanised rubber) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 15652:2006 is mandatory under the ISI Mark Scheme with effect from 1 July 2024 for standard enterprises, 1 October 2024 for small enterprises, and 1 January 2025 for micro enterprises, by virtue of the Electrical Accessories (Quality Control) Order, 2023. No separate customs-clearance overlay applies beyond the BIS QCO obligation.

The most common error on this tariff line is importing general-purpose rubber floor mats or anti-fatigue mats without recognising that IS 15652:2006 is scoped specifically to insulating mats for electrical purposes — a safety-critical electrical accessory, not a generic floor-covering product. An importer shipping decorative or industrial rubber matting under HSN 4016 91 00 from a manufacturer whose CM/L is limited to the electrical-insulating specification will face a scope-mismatch detention at port; equally, an importer of genuine electrical insulating mats who overlooks the QCO entirely will face the same outcome.
