HSN 4012 20 10 (used pneumatic tyres for buses, lorries, earth-moving equipment, and light commercial vehicles) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 15636 is mandatory under the ISI Mark Scheme with effect from 22 January 2019, pursuant to the Pneumatic Tyres and Tubes for Automotive Vehicles (Quality Control) Order, 2009. The single most common error on this tariff line is assuming the 666-size OEM exemption applies broadly. The exemption is strictly limited to Original Equipment Manufacturers importing tyre sizes and types not manufactured domestically — distributors, aftermarket importers, and fleet operators importing the same sizes receive no exemption and face consignment detention and mandatory re-export if the consignment lacks a valid CM/L under IS 15636.
