The most common failure on this tariff line is sourcing from a CM/L-licensed manufacturer without verifying that the licence scope matches the precise tyre size and ply type in the consignment. A CM/L covering one tyre size range does not extend to adjacent sizes or to the other vehicle-category standards; customs detention follows when the bill of entry declares a size not covered by the licence on the BIS register. The OEM exemption for 666 non-domestically-manufactured sizes is additionally narrow — non-OEM importers who invoke it face confiscation and monetary penalty under Section 17 of the BIS Act, 2016.
