New pneumatic bicycle tyres of rubber (cycle and rickshaw tyres)
HSN 4011 50 90 (new pneumatic bicycle tyres of rubber) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 2414:2005 is mandatory under the ISI Mark Scheme with effect from 14 June 2024, pursuant to S.O. 5323(E) dated 11 December 2023. Bureau of Energy Efficiency labelling compliance applies as a separate customs-clearance overlay.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 2414:2005 for cycle and rickshaw tyres. Verify the supplier's CM/L number, licensed product scope, and manufacturing facility on the BIS online register before placing the purchase order.IS 2414:2005 · S.O. 5323(E) dated 11-12-2023 · ISI Mark Scheme under Scheme-I of the BIS (Conformity Assessment) Regulations, 2018
- 2Ensure every tyre in the consignment bears the ISI mark and the supplier's CM/L number. The standard mark must appear on the product itself and be traceable to the licensed manufacturing facility; marking on packaging alone does not satisfy the requirement.S.O. 5323(E) dated 11-12-2023 · BIS (Conformity Assessment) Regulations, 2018 · Scheme-I marking format
- 3Note the phased enforcement dates: general importers from 14 June 2024; Small Enterprises from 15 September 2024; Micro Enterprises from 15 December 2024. Confirm the supplier's enterprise classification and ensure the relevant enforcement date has passed before importing without a CM/L licence.S.O. 5323(E) dated 11-12-2023
- 4Quote the supplier's BIS CM/L number on the bill of entry. Customs verifies the CM/L in real time against the BIS register; an absent, expired, or scope-mismatched licence triggers consignment detention, demurrage, and potential re-export or confiscation.BIS Act, 2016 · Customs Act, 1962 · S.O. 5323(E) dated 11-12-2023
- 5Verify whether the consignment falls within the scope of Bureau of Energy Efficiency (Appliance Labelling and Compliance) Regulations, 2026. If applicable, include the BEE labelling reference in the consignment-level documentation submitted at the time of customs clearance.BEE Notification 5506/BEE/S&L/AL/2025-26 dated 26-12-2025
The most consequential oversight on this tariff line is failing to account for the concurrent applicability of IS 2415:2015 on cycle and rickshaw tubes alongside IS 2414:2005 on tyres — importers who supply matched tyre-and-tube consignments must hold or verify separate CM/L coverage for the tube component under IS 2415:2015, as a single licence does not extend across both standards. Shipping a tube-inclusive consignment with only a tyre CM/L confirmed results in the tube portion being treated as uncertified goods, exposing the entire consignment to detention.
