Compliance steps
  1. 1
Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 15633 for passenger car pneumatic tyres. Verify the supplier's CM/L number, licensed tyre sizes and ply types, and licensed manufacturing facility on the BIS online register before placing the purchase order.

  2. 2
Ensure each tyre bears the ISI mark and the supplier's CM/L number under Scheme-I of the BIS (Conformity Assessment) Regulations, 2018. The ISI mark must appear on the tyre sidewall, not only on the packaging or shipping documents.

  3. 3
Confirm whether the specific tyre size and type falls within the 666 exempted sizes not manufactured domestically. If so, the import must be by an Original Equipment Manufacturer only; document the OEM status and the applicable size/type against the exemption list before filing the bill of entry.
O.M. F. No. P-39012/5/2018-L and R dated 22-01-2019 issued by DIPP, Ministry of Commerce and Industry
  4. 4
Verify import admissibility under the ITC (HS) restricted import policy. Confirm the consignment complies with the conditions of DGFT Notification 12/2015-2020 dated 12-06-2020 before shipping.

  5. 5
Ensure compliance with Bureau of Energy Efficiency (Appliance Labelling and Compliance) Regulations, 2026 where the product falls within the labelling scope. Quote the BIS CM/L number and any BEE labelling reference on the bill of entry; customs verifies both against the respective portals.

A word of counsel

The single most common error on this tariff line is importing non-CM/L-licensed tyre sizes on the assumption that the 666-size OEM exemption provides a general carve-out. The exemption is strictly OEM-only and size-list-specific; after-market or replacement tyre importers have no access to it regardless of tyre size. An importer presenting an unlicensed consignment outside the documented OEM exemption faces detention, re-export direction, and potential confiscation under Section 17 of the BIS Act, 2016, irrespective of whether the tyres are physically equivalent to a licensed product.

Frequently asked
Does HSN 4011 10 10 require BIS certification?
Yes. Import of radial pneumatic tyres for passenger motor cars requires conformity to IS 15633 under the ISI Mark Scheme, pursuant to the Pneumatic Tyres and Tubes for Automotive Vehicles (Quality Control) Order, 2009, with effect from 22 January 2019. Import from a CM/L-licensed manufacturer is mandatory.
Are any tyre imports under this HSN exempt from the BIS QCO?
Yes, but narrowly. Up to 666 specified tyre sizes and types not manufactured domestically are exempt, and only Original Equipment Manufacturers are eligible to import under that exemption per O.M. F. No. P-39012/5/2018-L and R dated 22-01-2019. After-market importers do not qualify.
Is Bureau of Energy Efficiency labelling required separately from BIS QCO compliance?
Yes. BEE labelling compliance under the Bureau of Energy Efficiency (Appliance Labelling and Compliance) Regulations, 2026 is an independent overlay and does not substitute for or satisfy the BIS ISI Mark requirement under IS 15633.
Does a single CM/L licence cover all tyre sizes and ply types from the same manufacturer?
No. The CM/L licence is scope-specific by tyre size, ply type, and manufacturing facility. Sizes or ply configurations outside the licensed scope, or from a different plant, are not covered and will be detained at customs.
