Radial pneumatic tyres for passenger motor cars
HSN 4011 10 10 (radial pneumatic tyres for motor cars) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 15633 is mandatory under the ISI Mark Scheme pursuant to the Pneumatic Tyres and Tubes for Automotive Vehicles (Quality Control) Order, 2009, with import restrictions effective 22 January 2019. Bureau of Energy Efficiency labelling compliance applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 15633 for passenger car pneumatic tyres. Verify the supplier's CM/L number, licensed tyre sizes and ply types, and licensed manufacturing facility on the BIS online register before placing the purchase order.Pneumatic Tyres and Tubes for Automotive Vehicles (Quality Control) Order, 2009 · IS 15633 · General Note 2 of the ITC (HS) Import Policy
- 2Ensure each tyre bears the ISI mark and the supplier's CM/L number under Scheme-I of the BIS (Conformity Assessment) Regulations, 2018. The ISI mark must appear on the tyre sidewall, not only on the packaging or shipping documents.Pneumatic Tyres and Tubes for Automotive Vehicles (Quality Control) Order, 2009 · BIS (Conformity Assessment) Regulations, 2018
- 3Confirm whether the specific tyre size and type falls within the 666 exempted sizes not manufactured domestically. If so, the import must be by an Original Equipment Manufacturer only; document the OEM status and the applicable size/type against the exemption list before filing the bill of entry.O.M. F. - 4Verify import admissibility under the ITC (HS) restricted import policy. Confirm the consignment complies with the conditions of DGFT Notification 12/2015-2020 dated 12-06-2020 before shipping.DGFT Notification 12/2015-2020 dated 12-06-2020 · ITC (HS) Import Policy
- 5Ensure compliance with Bureau of Energy Efficiency (Appliance Labelling and Compliance) Regulations, 2026 where the product falls within the labelling scope. Quote the BIS CM/L number and any BEE labelling reference on the bill of entry; customs verifies both against the respective portals.BEE Notification 5506/BEE/S&L/AL/2025-26 dated 26-12-2025
The single most common error on this tariff line is importing non-CM/L-licensed tyre sizes on the assumption that the 666-size OEM exemption provides a general carve-out. The exemption is strictly OEM-only and size-list-specific; after-market or replacement tyre importers have no access to it regardless of tyre size. An importer presenting an unlicensed consignment outside the documented OEM exemption faces detention, re-export direction, and potential confiscation under Section 17 of the BIS Act, 2016, irrespective of whether the tyres are physically equivalent to a licensed product.
