HSN 4010 39 92 (ply belting of vulcanised rubber) is not covered by a Bureau of Indian Standards Quality Control Order and carries no Partner Government Agency clearance requirement at the tariff-line level. Import follows the standard customs procedure: Importer-Exporter Code (IEC), bill of entry, commercial invoice, packing list. Other conveyor or transmission belting within Chapter 40 — particularly endless belts and V-belts — may be classified under distinct tariff lines that carry compliance obligations.
Ply belting is a technically specific product; customs re-classification to a more specific belt type — such as endless synchronous belts or V-belts elsewhere in heading 4010 — triggers retrospective compliance and potential detention. The intended application (conveyor versus power-transmission) and belt construction (number of plies, reinforcement type) are the principal classification determinants. A pre-import classification opinion is advisable where the product specification sits near the boundary of these sub-headings.
