The single most common error on this tariff line is treating a supplier's CM/L licence for bare rubber hose (HSN 4009 32 00, without fittings) as interchangeable with the licence required for hose assemblies with fittings under HSN 4009 42 00. The QCO and the BIS register treat these as distinct licensed scopes — a CM/L covering the unfitted variant does not authorise import of the fitted assembly, and customs routinely detains consignments where the declared HSN and the CM/L product scope are misaligned. Verify the CM/L product-scope language against the ITC-HS line item before shipment, not at the port.
