Vulcanised rubber hose with fittings for LPG service
HSN 4009 22 00 (vulcanised rubber hose with fittings) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 9573 (Part 1):2017 and IS 9573 (Part 2):2017 is mandatory under the ISI Mark Scheme with effect from 28 January 2020, by virtue of the Rubber Hose for Liquefied Petroleum Gas (Quality Control) Order, 2020. No additional customs-clearance overlay beyond the BIS obligation has been identified for this tariff line.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 9573 (Part 1):2017 and IS 9573 (Part 2):2017 for LPG rubber hose assemblies. Verify the CM/L number, licensed product scope, and manufacturing facility address on the BIS online register before placing the purchase order.Rubber Hose for Liquefied Petroleum Gas (Quality Control) Order, 2020 · S.O. 478(E) dated 28-01-2020
- 2Ensure every hose assembly bears the ISI mark and the supplier's CM/L number, applied to the product itself under Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Marking on packaging alone does not satisfy the statutory requirement.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · Rubber Hose for Liquefied Petroleum Gas (Quality Control) Order, 2020
- 3Retain the supplier's test reports evidencing compliance with IS 9573 (Part 1):2017 (hose construction, pressure rating, burst strength) and IS 9573 (Part 2):2017 (hose assemblies with fittings). These records must be available for production at the port of import on customs request.IS 9573 (Part 1):2017 · IS 9573 (Part 2):2017 · BIS Act, 2016
- 4Quote the supplier's BIS CM/L number on the bill of entry. Customs verifies the CM/L in real time against the BIS register; an absent, expired, or product-scope-mismatched licence triggers consignment detention, with demurrage and ground rent accruing until the deficiency is resolved or the consignment is re-exported.Rubber Hose for Liquefied Petroleum Gas (Quality Control) Order, 2020 · S.O. 478(E) dated 28-01-2020 · BIS Act, 2016 · Customs Act, 1962
The single most common error on this tariff line is sourcing from a manufacturer whose CM/L licence covers IS 9573 (Part 1):2017 (hose specification) but does not separately extend to IS 9573 (Part 2):2017 (hose assemblies with fittings). HSN 4009 22 00 specifically covers hose supplied with fittings; a CM/L that is silent on Part 2, or that covers bare hose only, leaves the imported assembly outside the licensed scope and exposes the consignment to detention at port regardless of the ISI mark appearing on the hose body.
