HSN 4008 11 10 (micro-cellular rubber plates, sheets and strip) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 6664:1992 is mandatory under the ISI Mark Scheme with effect from 01 July 2023, by virtue of the Footwear Made from All-Rubber and All-Polymeric Material and Its Components (Quality Control) Amendment Order, 2023. No separate customs-clearance overlay from another Partner Government Agency applies to this tariff line.

- 2Ensure every sheet or strip bears the ISI mark and the supplier's CM/L number under Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. The sharpest trap on this tariff line is assuming that import of BIS-uncertified micro-cellular rubber sheets is permissible whenever the end-use is export-bound footwear manufacturing. The export-manufacturing carve-out is conditional — not automatic — requiring advance Council for Leather Exports certification quoting a currently valid RCMC number and Udyam Registration Certificate number, uploaded to the ICEDIS portal before clearance. Consignments arriving without that documentation package are treated as domestic-supply imports and face detention regardless of the importer's stated export intent.
