The sharpest trap on this tariff line is assuming that import of BIS-uncertified micro-cellular rubber sheets is permissible whenever the end-use is export-bound footwear manufacturing. The export-manufacturing carve-out is conditional — not automatic — requiring advance Council for Leather Exports certification quoting a currently valid RCMC number and Udyam Registration Certificate number, uploaded to the ICEDIS portal before clearance. Consignments arriving without that documentation package are treated as domestic-supply imports and face detention regardless of the importer's stated export intent.
