Finished rubber articles and certain processed rubber forms within Chapter 40 — including vulcanised rubber sheets, compounded rubber, and articles destined for automotive or medical end-use — may fall under tariff lines that do carry compliance requirements.
Latex mixtures occupy a precise sub-position within Chapter 40; a customs officer who determines that the goods are a pure natural rubber latex (heading 4001) or a discrete synthetic rubber grade rather than a true mixture would re-classify the consignment, potentially attracting a tariff line with an active Quality Control Order. Retrospective compliance on re-classification carries the risk of detention and duty recovery.
