Oil extended natural rubber in primary forms
HSN 4001 29 40 (Oil extended natural rubber) is subject to a mandatory No-Objection Certificate from the Rubber Board under S.O. 1205(E) dated 12-12-2001, which designates the Rubber Board as the agency responsible for ensuring conformance of imported natural rubber to specifications. The Directorate General of Foreign Trade (DGFT) additionally restricts import to the sea ports of Chennai and Nhava Sheva (Jawaharlal Nehru Port) under DGFT Notification No. 11/2015-20 dated 12-06-2018, with an exemption for Advance Authorisation holders.

The most common error on this tariff line is assuming the Advance Authorisation port-restriction exemption extends to the Rubber Board NOC requirement — it does not. The port restriction and the NOC obligation are independent; even an Advance Authorisation holder importing through an unrestricted port must secure the Rubber Board's NOC before customs out-of-charge. A consignment arriving without the NOC will be detained at port, attracting demurrage and ground rent until the clearance is produced.
