The most common error on this tariff line is arriving at port without the Rubber Board NOC in hand, treating it as a post-arrival formality. The NOC is a pre-clearance condition: customs will not issue out-of-charge without it, and the consignment accrues demurrage and ground rent at the designated port until the NOC is produced. Advance Authorisation holders who are exempt from the port restriction remain fully subject to the Rubber Board NOC requirement.
