Prevulcanised natural rubber latex in primary forms
HSN 4001 10 10 (Prevulcanised natural rubber latex) is subject to a port-restricted import policy administered by the Directorate General of Foreign Trade (DGFT) under DGFT Notification 11/2015-20 dated 12-06-2018, permitting import only through the sea ports of Chennai and Nhava Sheva (Jawaharlal Nehru Port). A mandatory No Objection Certificate from the Rubber Board — the designated agency for confirming conformity of imported natural rubber to BIS specifications — must be obtained before customs out-of-charge.

The most common error on this tariff line is treating the Rubber Board NOC as a post-arrival formality rather than a pre-clearance prerequisite. Customs out-of-charge cannot be granted until the NOC is in hand; consignments arriving at the designated port without it face detention and accumulating demurrage and ground rent charges while the NOC is pursued. Importers operating under Advance Authorisation must also note that only the port restriction — not the Rubber Board NOC requirement — is lifted by that authorisation.
