The most common error on this tariff line is treating the Rubber Board NOC as a post-arrival formality rather than a pre-clearance prerequisite. Customs out-of-charge cannot be granted until the NOC is in hand; consignments arriving at the designated port without it face detention and accumulating demurrage and ground rent charges while the NOC is pursued.
