Polyurethane foam statuettes and ornamental articles
HSN 3926 40 41 (Statuettes and other ornamental articles of polyurethane foam) is subject to Directorate General of Foreign Trade (DGFT) import-policy controls under the ITC (HS) 2022, including mandatory additional qualifiers under Chapter 39 declarations. Central Board of Indirect Taxes and Customs (CBIC) Circular 23/2023-Cus imposes supplementary declaration requirements at the bill-of-entry stage for all goods under Chapter 39, effective 15 October 2023.

The most frequent error on this tariff line is treating the CBIC Chapter 39 additional-qualifier requirement as a documentation formality rather than a hard compliance gate. Declarations filed without the prescribed qualifiers under paragraphs 4.1 and 4.2 of Circular 23/2023-Cus are routinely held by the proper officer for amendment, generating demurrage and ground rent at the port before out-of-charge is granted. Separately, importers sourcing from Bangladesh must run the DGFT Notification 7/2025-26 exemption check before shipment, not at the bill-of-entry stage.
