HSN Chapter 39 covers plastics and articles thereof — primary-form polymers, intermediate sheets and films, and finished articles including packaging, containers and consumer plastic goods. Within this chapter the Bureau of Indian Standards (BIS) has notified 5 tariff lines under headings 3923 and 3926 — articles for the conveyance or packing of goods (sacks, bags, carboys, bottles) made of polymers of ethylene and poly (vinyl chloride), together with the residual heading 3926 90 99 which captures specified plastic articles covered by multiple Quality Control Orders.

The controlling standards are IS 2745 (high-density polyethylene woven sacks), IS 2925 (industrial safety helmets), IS 9562 (PVC carboys), IS 14625 (PET bottles for packaged drinking water) and IS 17483 (insulated containers). All 5 codes fall under the ISI Mark Scheme administered through Scheme-I of Schedule-II of the BIS Conformity Assessment Regulations, 2018. Indian manufacturers require a CM/L licence; foreign manufacturers shipping into India must obtain a Foreign Manufacturers Certification Scheme (FMCS) licence.
