BIS QCO APPLICABLE · ISI MARK SCHEME · IS 14625 · CPCB OVERLAY · MEFCC OVERLAY

HSN 3923 30 10 (insulated plastic bottles, flasks and similar insulated ware) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 14625 is mandatory under the ISI Mark Scheme with effect from 16 February 2022 by virtue of G.S.R. 133(E). Compliance steps
  1. 1
Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 14625. Verify the supplier's CM/L number, licensed product scope, and manufacturing facility address on the BIS online register before placing the purchase order.

  2. 2
Ensure every article bears the ISI mark and the supplier's CM/L number per Scheme-I of the BIS (Conformity Assessment) Regulations, 2018. The mark must appear on the product itself; marking on outer packaging alone does not satisfy the requirement.
    Scheme-I of the BIS (Conformity Assessment) Regulations, 2018 · G.S.R. 133(E) dated 16-02-2022
  3. 3
Register as an importer on the centralised Extended Producer Responsibility portal maintained by the Central Pollution Control Board before the first import. Registration is mandatory under Rule 9(1) of Schedule-II of the Plastic Waste Management (Amendment) Rules, 2022 and the subsequent amendment under G.S.R. 807(E).

  4. 4
Declare the IUPAC name and CAS number of constituent chemicals on the bill of entry for all Chapter 39 imports filed on or after 01-10-2023. These fields are mandatory qualifiers in addition to existing declarations and must be populated at the time of filing, not as an amendment.

  5. 5
Quote the supplier's BIS CM/L number and the CPCB EPR registration reference on the bill of entry. If the consignment originates in Bangladesh, verify applicability of port restrictions introduced under paragraph 19 of the general notes to the ITC (HS) import policy before filing.

A word of counsel

The single most common error on this tariff line is treating IS 14625 as a generic plastics standard and overlooking that the CCR specifically anchors it to feeding bottles and insulated ware regulated under the Infant Milk Substitutes, Feeding Bottles and Infant Foods (Regulation of Production, Supply and Distribution) Act, 1992. Importers who source from manufacturers holding a CM/L licence against IS 14625 for a different plastic article category — not the specific product scope of insulated bottles and feeding bottles — face detention at port when customs verifies that the licensed scope does not cover the imported article.

Frequently asked
Does HSN 3923 30 10 require BIS certification?
Yes. IS 14625 is mandatory under the ISI Mark Scheme with effect from 16 February 2022; only manufacturers holding a current BIS CM/L licence covering insulated plastic bottles and flasks may supply goods under this tariff line.
Is Extended Producer Responsibility registration required separately from BIS QCO compliance?
Yes. EPR registration on the Central Pollution Control Board centralised portal is mandatory for importers under Rule 9(1) of Schedule-II of the Plastic Waste Management (Amendment) Rules, 2022, as amended by G.S.R. 807(E) dated 30-10-2023, and is independent of the BIS ISI Mark obligation.
Why does the Infant Milk Substitutes Act appear on the CCR for insulated ware?
The CCR reference to the Infant Milk Substitutes, Feeding Bottles and Infant Foods (Regulation of Production, Supply and Distribution) Act, 1992 reflects that feeding bottles are the primary notified product under IS 14625 for this tariff line. Importers of feeding bottles must additionally satisfy that Act's supply and distribution requirements alongside the BIS QCO obligation.
Does a single CM/L licence cover all insulated plastic article variants from the same manufacturer?
No. The CM/L licence is scope-specific by product type and manufacturing facility; insulated ware variants outside the licensed product scope, or produced at an unlicensed facility, are not covered and will be detained at customs.
