Insulated plastic bottles, flasks and similar insulated ware
HSN 3923 30 10 (insulated plastic bottles, flasks and similar insulated ware) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 14625 is mandatory under the ISI Mark Scheme with effect from 16 February 2022 by virtue of G.S.R. 133(E). Extended Producer Responsibility registration under the Plastic Waste Management (Amendment) Rules, 2022 and IUPAC/CAS chemical constituent declaration under CBIC Circular 15/2023-Cus apply as separate customs-clearance overlays.

The single most common error on this tariff line is treating IS 14625 as a generic plastics standard and overlooking that the CCR specifically anchors it to feeding bottles and insulated ware regulated under the Infant Milk Substitutes, Feeding Bottles and Infant Foods (Regulation of Production, Supply and Distribution) Act, 1992. Importers who source from manufacturers holding a CM/L licence against IS 14625 for a different plastic article category — not the specific product scope of insulated bottles and feeding bottles — face detention at port when customs verifies that the licensed scope does not cover the imported article.
