Rigid laminated plastic plates, sheets, film and strip
HSN 3921 90 95 (Rigid, laminated plastic plates and sheets) is subject to Central Pollution Control Board (CPCB) Extended Producer Responsibility (EPR) registration under Rule 6 of the Plastic Waste Management (Amendment) Rules, 2022 (G.S.R. 133(E) dated 16-02-2022). The Ministry of Environment, Forest and Climate Change (MoEFCC) plastic-waste framework and Directorate General of Foreign Trade (DGFT) ITC (HS) policy controls apply as additional clearance requirements. Importers must also declare the IUPAC name and CAS number of constituent chemicals at the bill-of-entry stage under CBIC Circular 15/2023-Cus.

- 2At the time of filing the import declaration, declare the IUPAC name and CAS number of each constituent chemical in the bill of entry. The most common error on this tariff line is completing customs clearance without first obtaining or producing the CPCB EPR registration certificate — importers frequently treat EPR compliance as a post-import administrative step, when Rule 6 makes registration a pre-import condition. An unregistered importer who files a bill of entry for plastic packaging or plastic sheet is in breach of the Plastic Waste Management (Amendment) Rules, 2022 from the moment of filing, exposing the consignment to detention and the importer to enforcement action under the Environment (Protection) Act, 1986.
