HSN 3920 73 19 (Other cellulose acetate plastic film, foil and strip) is subject to Central Pollution Control Board (CPCB) Extended Producer Responsibility (EPR) registration obligations under Rule 6 of the Plastic Waste Management (Amendment) Rules, 2022 (G.S.R. 133(E) dated 16-02-2022). Ministry of Environment, Forest and Climate Change (MoEFCC) single-use plastic prohibitions under Rule 4(2) of the same Rules and DGFT-CBIC customs overlay requirements apply as additional clearance requirements.

The most pervasive error on this tariff line is completing the CPCB EPR registration but failing to carry forward the Rule 7.3 annual EPR obligations — registration is the entry point, not the terminus. Importers who register once and then ignore annual EPR target fulfilment and compliance reporting face cancellation of their CPCB registration, which retrospectively invalidates the import clearance basis and triggers enforcement under the Environment (Protection) Act, 1986. The IUPAC/CAS mandatory qualifier is a separate customs-declaration obligation that does not substitute for EPR compliance.
