Regenerated cellulose plastic film, foil and strip (other)
HSN 3920 71 29 (other plates, sheets, film, foil and strip of regenerated cellulose) is subject to Central Pollution Control Board (CPCB) Extended Producer Responsibility (EPR) registration under Rule 6 and Rule 9(1) of the Plastic Waste Management (Amendment) Rules, 2022, notified vide G.S.R. 133(E) dated 16-02-2022. The Ministry of Environment, Forest and Climate Change (MoEF&CC) single-use plastic prohibitions and the Directorate General of Foreign Trade (DGFT) ITC (HS) policy controls apply as additional clearance requirements. IUPAC name and CAS number qualifiers for Chapter 39 imports are mandatory at the bill-of-entry stage under CBIC Circular 15/2023-Cus.

The most common error on this tariff line is completing the CPCB EPR registration but failing to update it after the Plastic Waste Management (Second Amendment) Rules, 2023 (G.S.R. 807(E) dated 30-10-2023) introduced revised obligations — an outdated registration does not satisfy the amended Rules and can trigger detention at the port pending CPCB compliance verification. Importers should also note that the single-use plastic prohibition under Rule 4(2) applies to specific product forms, and a sub-category determination must be made before each consignment; misclassification of a prohibited form as a non-prohibited sheet results in confiscation and monetary penalty.
