Poly (methyl methacrylate) plastic sheets, film and foil
HSN 3920 51 19 (other plates, sheets, film, foil and strip of poly (methyl methacrylate)) is subject to Central Pollution Control Board (CPCB) importer registration and Extended Producer Responsibility (EPR) obligations under Rule 6 and Rule 7.3 of the Plastic Waste Management (Amendment) Rules, 2022 (G.S.R. 133(E) dated 16-02-2022). The Ministry of Environment, Forest and Climate Change (MoEFCC) plastic-waste regime and Directorate General of Foreign Trade (DGFT) ITC (HS) policy controls apply as additional clearance requirements. Mandatory IUPAC name and CAS number qualifiers under Chapter 39 must be declared in the bill of entry from 01-10-2023.

The most common error on this tariff line is completing customs clearance without first registering on the CPCB centralised portal — importers assume the EPR obligation can be addressed retrospectively, but the registration is a pre-import requirement and an unregistered importer's consignment is liable to detention pending compliance. The IUPAC/CAS qualifier mandate is a separate, concurrent obligation that operates at the bill-of-entry filing stage; a bill submitted without those fields is flagged as an incomplete declaration and will not receive out-of-charge, regardless of CPCB registration status.
