The error most commonly encountered on this tariff line is assuming that CPCB registration is a one-time administrative step with no import-stage consequence — it is not. Customs out-of-charge is conditional on the importer holding a valid CPCB portal registration at the time of each bill of entry; an importer whose EPR registration has lapsed or was never obtained faces consignment detention and potential confiscation under the Environment (Protection) Act, 1986, in addition to DGFT restricted-import enforcement.
