HSN 3917 31 00 (flexible plastic tubes, pipes and hoses with minimum burst pressure of 27.6 MPa) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to the Indian Standard mapped in Schedule 1 of the controlling Quality Control Order is mandatory under the ISI Mark Scheme, with PVC pipes and fittings subject to lead-stabiliser limits by virtue of G.S.R. 228(E) with effect from 30 March 2021. The single most common error on this tariff line is treating the BIS QCO as a single undifferentiated obligation, when in fact the IS standard and lead-extraction limits are category-specific: a CM/L licensed for Category B (agricultural use) does not cover Category A (potable water supply), and customs assesses conformity against the category stated on the CM/L, not the importer's intended end use. An importer who sources from a legitimately licensed manufacturer but in the wrong use category faces detention as surely as one sourcing from an unlicensed supplier.
