HSN 3917 29 50 (tubes of vinyl plastics) is covered by a Bureau of Indian Standards Quality Control Order. PVC pipes and fittings across potable-water, agricultural, and drainage-and-sewerage applications must conform to the applicable Indian Standard under the ISI Mark Scheme with effect from 15 October 2023, pursuant to G.S.R. 228(E). A mandatory additional-qualifiers requirement under Central Board of Indirect Taxes and Customs Circular 23/2023-Cus and Directorate General of Foreign Trade policy controls apply as separate customs-clearance overlays.

A CM/L issued for Category B (agricultural) pipes does not cover Category A (potable water) pipes; the Indian Standards differ and lead-extraction limits in column (3) of G.S.R. 228(E) are category-specific. A category mismatch between the CM/L scope and the bill of entry description triggers detention and potential confiscation irrespective of whether a valid licence otherwise exists.
