HSN 3916 90 27 (Of polypropylene) is subject to import-declaration qualifiers mandated by the Central Board of Indirect Taxes and Customs (CBIC) under CBIC Circular 23/2023-Cus for Chapter 39 commodities, effective 15 October 2023. The most common error on this tariff line is treating the CBIC Chapter 39 qualifier requirement as a routine declaration formality and failing to populate all fields prescribed in paragraphs 4.1 and 4.2 of CBIC Circular 23/2023-Cus. Incomplete or absent qualifiers trigger customs examination and detention of the consignment pending regularisation, with demurrage accruing at the port. Importers sourcing from Bangladesh must additionally verify whether the port-restriction carve-outs in DGFT Notification 7/2025-26 apply before shipment.
